The best way to phrase this.... CAC has a common bank contract that is offered in all states. Alot of those state contracts take very few changes to work in other states.  Same is true with many other conracts law 553, banker systems, bobs printing, burrel printing and more. So if it is a matter small changes we can do this at a very low cost.
